Laurel Legal Services Inc. provides free legal services in civil, non-fee generating cases to residents of a 6-county area consisting of Westmoreland, Armstrong, Cambria, Clarion, Indiana, and Jefferson counties.
The staff works closely with the bar associations and the courts to ensure that those who truly need the services of an attorney and are unable to afford one gets representation, it at all possible.
Regardless of one’s income or legal problems, every individual has a right to make a formal written application for legal services and to have that application reviewed and treated on the same basis as all others. If an applicant is dissatisfied with the determination of eligibility, Laurel Legal Services has a procedure for appeal and an independent review of the application.

The Legal Services Corporation Title XX Block Grant and State Funds appropriated by the Pennsylvania Legislature, Access to Justice Account Funds, and the IOLTA Board. Special funding in some counties made available through local Area Agency on Aging for individuals over 60 years of age. Private donations from bar associations, churches, and individuals supplement the major funding sources.
Our limited funding imposes limitations on income and total assets of individuals who qualify for service and our areas of concentration.
Areas of Concentration:
- Physical Abuse
- Loss of shelter or utility services (Landlord/tenant matters, eviction, foreclosure),
- Loss of custody of a child
- Loss or reduction of government benefits (Social Security, SSI, Welfare, Food Stamps, Unemployment Compensation, or Medical Assistance),
- Eliminating barriers to employment (expunging criminal records, pardons, provisional drivers’ licenses).
